1711년 6대 장군 취임을 축하하는 사절 파견과 함께 막부 장군의 칭호를일본 국왕으로 불러 달라는 요청이 일본에서 왔다. 장군을 국왕으로 받들면서국왕의 지배체제를 갖추고자 한 아라이 하쿠세키의 시도였다. 이 사행에서 조선통신사와 하쿠세키가 나눈 대화의 내용이 임수간이 기록한『동사일기』에 「강관필담」이라는 이름으로 첨부돼 남아있다. 「강관필담」이 일본 측에 전달돼 1789년에 조태억 편집이라는 문구가 삽입된 『좌간필어와 강관필담』라는 제목으로 출판된다. 임수간의 「강관필담」에서 삭제와 보충을 거쳐출판이 이루어진 것이다. 『좌간필어와 강관필담』은 조선 측 「강관필담」에 있었던 사교적 문답 등을삭제하고 일본에 관련된 사항들을 체계적으로 보완했다. 특히, 천황과 장군의위계를 명확히 정리한 출판물로 재탄생한 것이다. 「강관필담」이 조선 측에서 건너가 하쿠세키 사후 60년이 지난 1789년에 천황의 위상을 높이는 필담집으로 출판됐다는 것은 장군을 국왕으로 모시면서위상을 높이고자 한 하쿠세키의 시도와는 다른 결과라고 할 수 있다. 장군 이에노부의 사망으로 1711년 사행을 주도한 후 하쿠세키는 점차 정치력을 상실하게 된다. 하쿠세키의 새로운 시도가 좌절되면서 장군과 천황의 역학 관계에도영향을 주게 되었다. 이러한 변화가 조선통신사의 군주관 뿐 만 아니라 1789년출판된 『좌간필어와 강관필담』의 내용에도 영향을 미치고 있다고 판단된다

In 1711, a request came from Japan to send an envoy to congratulate the 6th general Ienobu on his inauguration, as well as a request to title the general as King of Japan. It was Arai Hakuseki’s attempt to establish a king-centered ruling system by treating the general as a king. The contents of the conversation between Chosun Tongsinsa and Hakuseki through this envoy remain in Joseon as an appendix to Dongsa Diary recorded by Im Su-gan under the name of Ganggwanpildam. Joseon’s Ganggwanpildam was handed over to the Japanese side. Ganggwanpildam, which was transmitted from Joseon to Japan, was edited by Jo Tae-eok and published under the title Jwaganpileo and Ganggwanpildam in 1786. Examining the contents, We can find that deletions and supplements were made from Lim Su-gan’s Ganggwanpildam. Jwaganpileo and Ganggwanpildam is a publication that clearly shows the hierarchy of the emperor and generals by systematically supplementing matters related to the Japanese emperor by deleting the sociable questions and answers in the Joseon documents. The fact that Ganggwanpildam which came from Joseon in 1711, was published in 1789, 60 years after Hakuseki’s death, while raising the status of the emperor, is different from Hakuseki’s intention to raise the status of the general by honoring him as king. After the envoy trip in 1711, Hakuseki lost power due to the death of the general. As Hakuseki’s attempt is thwarted, a change occurs in the dynamic between the general and the emperor. It is believed that the change had an impact not only on the Joseon Tongsinsa but also on the contents of Jwaganpileo and Ganggwanpildam in which Hakuseki participated.
